Why are donations not reaching the poor?

I'm sad to report that my friend, Dr. Lambert, is still in Haiti providing medical assistance to the poor. He has taken all of the medications he has but has now run out. There are so many people with broken legs, traumas and infections not being treated. He said that if there have been so many donations...why are they not reaching the poor? I'd like to ask that as well?

With all the troups, with all the doctors, nurses, volunteers...why is any stone not unturned to help those already recovered? Yes, the boats and planes need fuel and polititians don't work for free but please...it is paramount that the people are helped first. Not everyone can go to a hospital or make-shift center for help. Please...the poor truly need medications - antibiotics and pain relievers. Please help.
